Kabayanan Elementary School, formerly Sta. Lucia Elementary School, is one of the oldest school in the municipality of San Juan. It is located at 201 I. Francisco Street, Barangay Kabayanan, San Juan City and is surrounded by several barangays like Brgy. Onse, Tibagan, Sta. Lucia, Maytunas and Batis where most of the school population comes from. In a two – room building with two teachers. the school handled only Grades I and II with the upper grades heled at San Juan Elem. School. at that time, San Juan Elem School was a part of San Felipe Neri district (now Mandaluyong). for the school year 1933 – 1934, San Juan was made a district by itself with San Juan Elem. School together with Cubao Elem. School, San Francisco del MOnte, Sta. Lucia and Pedro Cruz Primary Schools. During that time the barrio schools were teaching Grades I – VI.

At the outbreak of World War II on December 8, 1941, classes in all schools were suspended. it was on July 1942 when classes with very small number of children enrolled. this was under the Japanese government. in 1943 to 1944, the Japanese army occupied Sta. Lucia Primary School building. Private houses were rented to house the classes during this period. On September year 1944, the United States Air Force bombed the city of Manila and nearby places. On February 4, 1945, San Juan was liberated by the American Forces and on July year 1945, classes were resumed at Sta. Lucia Primary School as it did not suffer any damage whatsoever. After the war, more rooms were constructed and intermediate classes were organized. It was then named Sta. Lucia Elem. School. A principal was assigned to head the school under the supervision of a District Supervisor. Before the declaration of martial law or presidential proclamation 1081, San Juan district was divided into two districts namely San Juan I and San Juan II. Sta. Lucia Elem. School was made part of San Juan II due to its geographical location and proximity to District II on the organization set-up.

In 19733, Phase I – Estrada Building was constructed with 17 classrooms while Phase II with 7 classrooms was built in 1982. this was built jointly by the Ministry of Public Works and Highways and San Juan Municipal Government. in 1984, Phase I was rehabilitated and repainted. This was undertaken by the Municipal Local School Board.

In 1986, Sta. Lucia Elem. School was renamed Kabayanan Elementary School with a Municipal Resolution. The front fence was first raised from funds donated by parents and civic-spirited citizens. Later the Ministry of Public Works and Highways completed the project by making it higher and reinforced it with iron grills.

In 1999, during the administration of then Mayor Jinggoy Estrada that a three-story building was built in the site of the old H.E./Industrial Building. each floor has a comfort rooms and storage rooms, a Learning Resource Center (LRC) and Audio Visual Room at the 2nd floor, one Activity Center (ACN Hall named in honor of the former District Supervisor – Mrs. Aida C. Nocete) at the 3rd floor, while on the 1st floor is where the Home Economics and Practice Houses are located.
